The Independent Review Panel (IRP) was appointed by Secretary of Transportation Sean T. Connaughton on November 3, 2010. The IRP was chaired by Mr. Charlie Kilpatrick, P.E., the Virginia Department of Transportation's (VDOT) Chief Deputy Commissioner.   The IRP held three meetings to evaluate conceptual proposals submitted by three Offeror teams.

The Independent Review Panel reviewed and evaluated the conceptual proposal, based on the evaluation and selection criteria in the Public-Private Transportation Act Implementation Guidelines and the Solicitation for Proposals. During its deliberations, the IRP considered public comment, recommendations and comments from impacted local jurisdictions, information from the Offeror teams and their conceptual proposals, and the Solicitation for Conceptual Proposals in the development of its recommendations. The IRP presented its recommendations to the Commonwealth Transportation Board on January 19, 2011.

Public Meetings

The IRP held three meetings to facilitate its evaluation of conceptual proposals.  These meetings were open to the public and public comment was accepted at Meeting One and Meeting Two.
